Summary: | While facing several challenges, public administration is developing initiatives to modernize the way services are offered. The use of a ICT is one of them. State administrations as well as local ones are launching e-administration projects. But e-government is still in progress and its success has to be looked at in perspective. Based on three Belgian case studies of e-administration, our contribution aims to understand why these projects do not really meet citizens and enterprises expectations, By using the Actor-Network Theory, our analyses focuses on several ways and practices to manage cyber-administration projects. |
