Summary:Little research on management of public and private organizations is truly centered in non-Western countries. Understanding of public management has been limited by a body of public sector management research that is particularly culture-specific. The present study tests hypotheses of the role of values in governmental and business organizational practices in the Kingdom of Saudia Arabia and in comparable US organizations. Saudi Arabia is a society with large governmental and private business organizations explicitly operating according to Saudi values and traditions. It provides a clear contrast to US society. Saudi managers, in both government and business, reported that their organizations were less rule-bound, used more nonmerit criteria in personnel decisions, and were characterized by greater nepotism than did US managers.
