Trading sulfur dioxide allowances
Market incentives in the 1990 Clean Air Act that allow a plant with lower than target emissions of sulfur dioxide to sell the "surplus" emissions to other plants are discussed. Concerns that trading allowances might worsen air quality in an area are unfounded.
