Aproximación Del Impacto Social En La Apropiación De Las Tics En La Colombia Profunda

For the development of this research, an exploration of the state of the art in terms of projects of social impact, appropriation and public policies regarding information technologies in Colombia is carried out. For this, a hybrid methodology is used, which is divided into exploration of the general context around the Tics ecosystem in Colombia and then a quantitative analysis of internet penetration and the identification of results of a national government project is carried out, which has made with the intention of closing the digital divide. The results of the investigation in general terms is that the departments that are part of the deep Colombia do not have a real diagnosis where they identify the needs to be covered and that although the government projects arrive, they do not arrive with the force that These departments require it, in such a way that the impact and change in the quality of life of these populations has no major significance and they continue year after year mired in abandonment, inequality, corruption and bloody struggle for the territory, for part of the violent.
