Summary: | In this paper, we offer a context for rethinking the value and orthodoxy of urban design and urban development planning. The paper summarizes the context and orthodoxy of current practice, and argues that whilst the language of an alternative paradigm (enablement, sustainability, empowerment, participation, capacity building) has impressively colonized the literature, its impact in practice has yet to be felt in any significant way. If urban design is to contribute to urban development in cities in developing countries - which it must do to be relevant - then it is bound to incorporate a development agenda which, so far, it has chosen to ignore. |
