Summary:The US Department of Veteran Affairs' Disability Compensation (DC) program, which provides benefits to military veterans with service-connected disabilities, has grown at an astonishing rate over the past two decades. It provides benefits to nearly one in four US military veterans and had annual expenditures of $77 billion in 2018. A contributing factor is the 2001 policy change that made diabetes a presumptive service-connected condition in Vietnam theater during the war, but not for veterans of the same service era.
