Summary:The question of who is a "relevant person" for the purposes of the children's hearings system is one which has attracted much litigation since the term was first introduced by the Children (Scotland) Act 1995. A relevant person is someone who has the right - and obligation - to attend a children's hearing, the right to receive information in advance of the hearing, and the right to appeal decisions made.
