A dispute arising from the interpretation or application of the Chicago Convention can be referred to the Council of the International Civil Aviation Organization (ICAO). Parties may appeal this decision to the International Court of Justice (ICJ). International Court of Justice The ICJ is a forum for settling state-to-state disputes. |
