Summary:•Preliminary assessment of fuel programme in newcomer countries using the IAEA INPRO methodology.•Applicable requirement and criteria for assessment of newcomer countries’ fuel programme.•National strategy, long-term commitment, funding availability, and international cooperation are criteria specific for newcomer countries.•Economics may never be met for a small deployment.•Sustainability is a moving target that requires continued and persistent efforts. Newcomer countries embarking on High Temperature Reactors have the option to develop their own fuel. The decision-making process on this option is based on considerations of mainly national policy and strategy toward self-reliance for fuel supply. Cooperation with HTR fuel countries for manufacturing and technology transfer is essential to accelerate the process so as not to reinvent the wheel. The sustainability of the HTR fuel programme for newcomer countries is assessed using available sustainability tool, experiences of HTR fuel countries, and a case study of Indonesia’s HTGR fuel programme. Long term strategy and national commitment are considered essential for the continuation of the HTR fuel programme.
