Summary:The development of national qualification frameworks has become a global trend. In the Philippines, the design and planning of Philippines Qualification Framework (PQF) started in 2012. This paper examines how PQF is planned and implemented to meet the demands of ASEAN integration as well as to ensure the capability of Filipino talents abroad would be recognized by their employers worldwide. Thus, its design and operation of PQF is aiming to meeting local, regional and global needs. The paper explores how PQF is created through cross-departmental efforts and how various legislations help to build a solid infrastructure for its operation. In Taiwan, National Qualification Framework has not been formally established yet, still various preparations are underway. Even though the implementation of PQF is still at the early stage, it is hoped that the operational mechanism of PQF can serve as a useful reference for Taiwan in the near future.
