Summary:The development of the concept of public management and the clear differentiation of the relationship between political and management decision led to a paradigm shift in the organization and operation of public institutions. Their sole purpose becomes institutional efficiency, in the sense of successfully providing the public services for which they were created. The focus on efficiency made the public administration professional. The public administration thus moved from a system based on the application of existing legislation to the administration of development programs.
