Summary:While national origin-based discrimination has long been recognized as one of the major causes of xenophobic and discriminatory sentiments toward international students from non-Western backgrounds, little is known about how national origin-based discrimination is perceived by the students themselves. Focusing on the population of Chinese international students in the United States, this study presents an innovative approach to develop and validate an instrument that measures Chinese international students’ attitudes toward anti-China rhetoric (ACR). Drawing on the framework of item response theory-based modeling, this study (a) delineates the design principles of the ACR instrument and (b) offers initial evidence of the reliability and validity of the instrument. The implications of developing and validating the instrument are discussed in relation to research and practice aimed at promoting diversity and equity in the contexts of international student migration and the internationalization of U.S. higher education institutions.
