Summary:The modern development of information technologies forces enterprises, including transport ones, to search new forms of doing business, turning to the professional market of IT services. Outsourcing is a tool to increase the strategic resilience of organizations and it is important that organizations select suitable outsourcing service providers scientifically. The choice of an outsourcing service provider is a multi-criteria decision-making problem. The aim of the research is to propose a model for choosing an IT outsourcer based on the methods of multi-criteria analysis. The research analyzed various methods of multi-criteria analysis. Based on open sources, the authors compiled the top 10 leaders of the IT services outsourcer market. The research proposes a decision-making algorithm for IT outsourcing. Approach to IT outsourcer selection using the hierarchy analysis method and the PROMETHEE method is first considered in this Article. As a result of processing the materials of the survey of experts the authors propose to use 4 criteria and 15 sub-criteria necessary for the successful selection of an IT outsourcer. The outsourcer evaluation consists of two stages. The first stage is aimed at obtaining vectors of weights of criteria and sub-criteria using the hierarchy analysis method. At the second stage, outsourcers are ranked according to the selected criteria using the PROMETHEE method. The proposed multi-criteria model will allow the heads of transport enterprises to take informed management decisions when transferring IT functions to outsourcing.
