Summary:The leader is the key to cooperating with stakeholders in the project and the company. For objectives to be achieved and construction failure to occur, apart from having good management skills, the project manager must be able to lead his team effectively. In 2017-2020 there were more than 30 incidents of construction failure that occurred in Indonesia, the most common cause was leadership. Therefore it is necessary to develop a leadership system to reduce the failure rate of construction. For this reason, the objective of this research is then to identify the variables of leadership system in BUMN construction service companies so that it can be used to measure leadership system level of quality culture in BUMN construction service companies, to reduce the number of potential construction failures. The research was analyzed by Smart PLS software. It was found that construction failure is significantly influenced by communication and interpersonal skills and development and empowerment.
