Summary:Currently, the main strategic drivers of regional development often include innovation and diversification. Activities that lie at the intersection of these directions or combine them, i.e., in essence, innovation-based diversification, appear promising. For the resource sector of the economy and raw materials regions, such diversification means the development of knowledge-intensive suppliers and high-tech services, including within specialized clusters. In the context of the increasing complexity of the resource base of the oil and gas sector and pressure from sanctions, these problems are becoming increasingly urgent for Russia. A useful example is the formation of a competitive oil industry cluster in southern Tyumen oblast. The article shows that a cluster can become an important factor in the socioeconomic development of the region. At the same time, the long-term contribution of R&D to the economic growth of the region can only be ensured with a significant share of innovative projects (knowledge-intensive, with high added value) that respond to all new challenges associated with changes in the main assets of the Western Siberian oil and gas sector—the resource base.
