Summary:A crucial aspect of achieving carbon neutrality is the provision of energy supply infrastructure during the transition period. In Norway, infrastructure for electric vehicles is being developed, whereas the supply of conventional fuels such as gasoline and diesel continues without interruption, with no significant issues related to the disappearance of regional supply outlets. This smooth transition is due to Norway’s petroleum product distribution system, which adopts the principles of transparent product pricing and logistics, thus allowing for adaptation to low-demand regions. Furthermore, the distribution system incorporates mechanisms that enable new entrants to introduce innovative business models. This paper examines the development process of Norway’s petroleum product distribution structure, reveals the elements that have shaped the energy infrastructure during the transition period, and tries to identify the factors necessary for energy distribution during the transition period in Japan.
