Summary:The notion of delineating an effective set within the framework of effective fuzzy soft sets represents a novel concept that extends the influence of external effectiveness on soft sets, delving into its core operations. Although the significance of the concept of effective fuzzy soft sets (EFSS) is acknowledged, there’s a need to comprehend the impact of external effectiveness on neutrosophic soft sets while incorporating expert opinions within a single model. Therefore, we propose the notion of effective neutrosophic soft expert sets (ENSES), demonstrating their enhanced utility and efficacy. In this paper we define the concept of effective neutrosophic soft expert set, which is a combination of effective neutrosophic soft set and soft expert set. We define its basic operations of complement, union and intersection and discuses some related properties with suitable examples.
