Summary:Outlines the history of the growth of special education and its present status in New York City. Germany pioneered in the establishment of public school education of mentally deficient children in 1859; and the German method is followed with some modification in England also. In the United States, the public school care of such children began in the 1890s and 10 yrs later in New York City with the organization in Manhattan, of one class for "backward children'. The growth of special education in New York City has been traced; and the mechanics of organizing classes for the department of special education, methods employed, and the individual needs of the child have been discussed. Emphasizes the need for a special training for the teachers concerned with the problems of the subnormal children.
