Summary:High oil prices, Europe's energy dependency on OPEC and Russia, new insecurities concerning long-term availability of fossil fuels, and the urgency of new greenhouse gas mitigation measures have revived a debate on the need for a European energy policy. Recommendations have been made for the EC to devise a strategic EU energy review to be presented to the Council and Parliament on a regular basis, covering all energy policy issues. This would constitute a regular stocktaking and action plan for the EC and Parliament, monitoring progress and identifying new challenges and responses on all aspects of energy policy
