Summary:Unlike some soudiern governors, Harris obliged the Confederate war effort while trying to maintain his state's security, a balancing act mat proved fruitless. Deprived of his capital city by northern invasion in 1862, Harris became (in Nathan Bedford Forrest's words) a "fighting Governor," willing to "fight Yankees" while other "Governors stay[ed] at home to quarrel with Jeff Davis" (p. 161).
