Summary:The background to the establishment of the World Water Council, which convened its first General Assembly meeting in September 1997, is outlined. Although the Council had been a concept on the international agenda since 1977, interest in the non-governmental sector only arose in 1984 in response to awareness of the seriousness of the world water situation and the relatively low priority of water on the international agenda. The development of the Council between 1994-1997 is outlined, The mission, objectives and scope of activities of the Council are discussed. The membership and governing structure of the World Water Council are described. Financing is also considered. The first challenges of the Council were to develop a vision for world water, life and environment and to determine appropriate policies and plans for managing freshwater resources in the next century.
