SEVERAL THINGS CAN BE DONE TO IMPROVE KNOWLEDGE OF THE EFFECT OF THE PROPOSED PROGRAM ON ECONOMIC EFFICIENCY. ONE IS THE DEVELOPMENT OF BETTER DATA ON THE COSTS OF ENVIRONMENTAL PROTECTION AND OF THE BENEFITS FROM THE OUTPUTS FACILITATED BY SUCH PROTECTION. THIS DATA SHOULD BE SUPPLEMENTED BY RESEARCH TO DEFINE MORE PRECISELY THE RANGE OF UNCERTAINTY IN INVENTORY AND HARVESTING-RELATED COSTS. A BROADER RANGE OF HARVESTING ALTERNATIVES SHOULD BE DEVELOPED AND EVALUATED.
