Summary: | The Toxic Substances Control Act of 1976 Grants EPA authority to compel testing of Chemicals and to regulate their production, use, and disposal. Topics discussed are: inadequacies of existing chemical regulation; congressional statutory authority for categorization under TSCA; the scientific analysis of structure-activity relationships among Chemicals; legalities of categories and substantial evidence tests; and use of categorization to administer TSCA.
