Summary:The Toxic Substances Control Act of 1976 Grants EPA authority to compel testing of Chemicals and to regulate their production, use, and disposal. Categorization of Chemicals is proposed as the most suitable regulatory scheme by which EPA may enforce the Act. Categorization based on structure-activity relationships is examined. Topics discussed are: inadequacies of existing chemical regulation; congressional statutory authority for categorization under TSCA; the scientific analysis of structure-activity relationships among Chemicals; legalities of categories and substantial evidence tests; and use of categorization to administer TSCA.
