Summary: | The practical dimensions of planning and executing a lighting efficiency program in Bombay, India, is introduced, designed to capture the potential benefits of increased energy efficiency. The Indian electric sector is described, along with the technology selected to reduce electric demand. In the past decade, new rare-earth phosphors have been developed to provide a warm light that is close in quality to the light of an incandescent. Called compact fluorescent lamps, they use less than one-quarter of the electricity to provide the same amount of high-quality light and last 10 20 times longer. The Bombay Efficient Lighting Large-Scale Experiment (BELLE) represents an innovative approach to the challenge of increasing electric end-use efficiency in the developing world. The BELLE project will demonstrate an innovative method for introducing compact fluorescent lamps into Bombay residences. In the course of the experiment, 35,000 lamps will replace incandescent light bulbs, and an attempt will be made to overcome market resistance. An overview of BELLE is presented, including the goals, the implementation team, financing, planning and preparation, and risk management. |
