Using ground-based and satellite measurements of the CR intensity, we have examined variations in the CR rigidity spectrum and anisotropy and variations in the planetary system of geomagnetic cutoff rigidities during different manifestations of solar activity. A whole set of phenomena under observation has been interpreted.
