Summary: | An ambitious greenhouse gas emission trading scheme proposed by the European Union must still survive the legislative process in which various interest groups will attempt to amend the program. An analysis of implemented emission trading schemes highlights their discrepancies with economic literature requests. Ten trading systems, which are either in force or at an advanced stage of the policy process, are examined. Sectoral and spatial coverage, permits allocation, monitoring, enforcement, and other issues to be aware off when designin an emission trading system are underscored. Lessons and recommendations on how to implement a greenhouse gas emission trading scheme in Europe are provided. |
