Summary:The challenges of resource management in the Great Plains states reflect national challenges with human-environment interactions, and sustainable development. In Nebraska, declining water tables have intensified demands on limited water resources. In the 1960s Natural Resources Districts (NRDs) were established based on watershed boundaries. This system has provided a model for ecosystem-based resource management for sustainable development. An analysis of the history of water supplies and constraints in the Great Plains addresses the viability of NRDs in Nebraska. Issues include the delineation of multipurpose districts, boundary-setting, shared jurisdictions, the institutionalization of decision making, funding, and agency cooperation.
