Summary:Changes in planning systems across the UK include a rescaling of focus to the regional/national-regional level, market-oriented planning, and the strategic guidance of national planning networks. Planning has also been integrated into other social policies. The Scottish Parliament has thus introduced "issue'based: policy priorities which invoke integrated planning processes. This analysis of the implications for planning addresses adaptations in planning, the role of development in a modernized local government, changes in the roles and functions of planning professionals, and the reconciliation of conflicts between community and development planning.
