These priorities have shifted from economic priorities, to social priorities, to ecological priorities, each now reflecting the balanced requirements of sustainable development. The relevance of geography, political maturity, demographics, land ownership, and external debt are explored with respect to sustainable development. Opportunities for economic development include cash surpluses, low interest rates, natural resource management, migration, information resources, tourism development, and the liberalization of agricultural markets. |
