Summary:The issues related to the Consejo de Desarrollo Economico de Mexicali v. United States (CDEM) to prevent the harm of the All-American Canal (AAC) lining project of the United States Bureau of Reclamation (BOR), are discussed. The BOR has developed the lining project to replace a portion of the canal with a parallel, concrete-lined canal, which can prevent water-seepage loss to Mexico and recover the water for use by hundreds of thousands of Southern Californians. The AAC lining project proves that it is a project to suppose that water that defies national boundaries can be fairly owned or allocated within a legal regime that does not demand cooperation and communication between bordering sovereign states.
