Value for money in the social services: the case of Nottinghamshire

ABSTRACT IN SPANISH: El objetivo principal perseguido por este articulo ha sido verificar cómo las medidas de gestión aplicadas a los servicios sociales han contribuido al incremento del "value for money" en Reino Unido. Este término anglo-sajón puede entenderse como una combinación de variables como la calidad, uso racional de recursos y la conveniencia en la prestación de los servicios. Nottinghamshire County Council constituye una de las entidades públicas locales que ha implantado políticas centradas en la generación de "value for money" en el ámbito de los servicios sociales. Cabe destacar el diseño de planes de prevención, la aplicación del sistema de presupuestos personales, la externalización, la cooperación entre Servicios Sociales y Servicio Nacional de Salud y la participación ciudadana en las decisiones públicas. Con tal fin se ha llevado a cabo un análisis cualitativo de los resultados obtenidos de las entrevistas realizadas, durante el año 2011, a técnicos de gestión municipal en dicho condado. // ABSTRACT IN ENGLISH: The main objective of this paper is to verify how the management measures applied to the social services have contributed to `value for money' improvement in the UK. This term can be understood as a combination of variables such as quality, a rational use of resources and convenience in the provision of services. Nottinghamshire County Council is one of the local public entities that has implemented policies focused on generating `value for money' in the field of the social services. It is worth highlighting the design of prevention plans, the implementation of the personal budgets system, outsourcing arrangements, cooperation between the Social Services and the National Health Service and citizen participation in public decisions. To this end, the authors conducted a qualitative analysis of the results from a set of interviews with municipal management officers of that county, carried out in 2011.
