Changing land uses and public opposition to facility siting add to community frustration. Recognizing the severity of the situation, the Vermont Department of Environmental Conservation began studies in 1987 to evaluate options for regional sludge management. The options involves as many communities as possible and allow those generating the least sludge to benefit from the economy of scale. |
