Summary:This article examines the formulation of government land acquisition programs in the fragile natural area of the Tahoe Basin, and the influence of public land ownership on land use and environmental quality. Noting the marked changes in the basin's environment caused by urban development, the paper describes the historical context of acquisition efforts at Lake Tahoe and explores the genesis of three current programs. In reviewing the program of the California Tahoe Conservancy, the paper considers issues of acquisition criteria, priorities, property valuation standards, and use of less-than-fee acquisition techniques. A policy implementation model is employed which emphasizes the role of law in implementation.
