Summary:Strait of Gibraltar Crossing Operation (OPE) is a Special Plan for Civilian Protection considered the second device management organized cross-border travel in the world after the pilgrimage to Mecca, and the first transnational movement between two continents. Its origin is in the arrival of a large number of Moroccan migrant workers from different parts of Europe, which holiday period is spent with their families in Magreb. In 1983 it became necessary to establish a collaborative relationship between the Spanish Government and the Moroccan Embassy in Spain to manage this large flow of people and vehicles and in order to ensure proper and safe management of this flow of people during the Spanish transit and through the ports where the highest concentrations occur. With these goals in 1985 designing a system of coordination that is applied since 1986, called Operation Crossing the Strait. Adapted from the source document.
