Summary: | The United States Sentencing Guidelines ('the Guidelines') have had and continue to have a tremendous impact on federal sentencing practice. Because the Guidelines factor into every sentencing decision in the federal system,[1] it is important to the personal liberty of thousands of defendants and to the working of the federal criminal justice system as a whole that the Guidelines operate in a just way. Unfortunately, for the many narcotics offenders who come through the federal system every year', the Guidelines do not serve the ends of justice as effectively as they could.
