Summary: | In this chapter, we will discuss the working of the Montagu-Chelmsford Reforms in the departments under Fazl-i-Husain, the leader of the Punjab Muslims and the first Muslim minister, appointed after the inauguration of the newly-introduced reforms. It will concentrate on Husain's efforts for the general progress of the province and in particular his attempts to meet some outstanding Muslim claims. Fazl-i-Husain headed the Departments of Education and the Local Self-government for five years and for four years was in charge of the Revenue Department. During this period the Punjab, which had hitherto -- lagged behind other provinces of British India, made unprecedented progress in education and registered a tremendous advance in the Local Self-Government. The Revenue Department too made significant concessions to the rural classes of the Province. The first five years of Fazl-i-Husain's Ministry are highly important from the Muslim point of view. |
