Regulating illegal drug markets: what legal markets can teach us
Prohibition has important externalities, but it is at least partially responsible for the consumption gap between legal and illegal drugs.2 A fundamental question is: will regulation reduce the harms of prohibition, while maintaining or reducing current rates of drug use and abuse?
