description As the rate of private cars on the road are nearly beyond our control in metropolitan areas, it is a difficult problem to be solved urgently for realizing the balance between effectively controlling the average vehicle usage of private owners and meeting the normal car-travel demand. From the perspective of private owners, we try to establish the cars choice model based on Logit, in order to find the factors deciding which mode of transportation people choose. Then combined with elasticity analysis and marginal rate of substitution, through the influence degree of various factors on the car to use or not, we easily determine the key factors to make policies and regulations. The example of Shanghai fully demonstrates the feasibility of the choice model, which also provides theoretical support for Shanghai car traffic management.
