Summary: | This special section of Radio Science is the second of two parts, which are based on papers presented at the Eighth International Ionospheric Effects Symposium (IES-96) in Alexandria, Virginia, on May 7-9, 1996. The IES-96 symposium was jointly sponsored by the Office of Naval Research, the U.S. Air Force Phillips Laboratory (now Air Force Research Laboratory), the U.S. Army CECOM (Space and Terrestrial Communications Directorate), and in cooperation with the Naval Research Laboratory, the Naval C2 Ocean Surveillance Center (RDT&E Division), the Voice of America, and the Federal Communications Commission. The symposium included recent developments in ionospheric modeling and prediction, new techniques for ionospheric total electron content and studies of low- and high-latitude ionospheric irregularities and scintillation.
