Summary:With the wave of reforms hitting the electricity sectors worldwide since 1980's, and encompassing both the developed and the developing countries, performance measurements through benchmarking studies have assumed large significance. This paper focuses on the need of the efficiency analysis for the Indian electricity sector and a possible framework that may be used for such an evaluation. Data Envelopment Analysis (DEA), and Total Factor Productivity Analyses are two methodologies that have been employed in the current analysis; and have been discussed in details in the subsequent sections. For developing countries like India where resources and finances are scarce, efficiency induction in operations of services is of immense significance. A major advantage of DEA is that it does not require knowledge of the production function of the regulated firm, or the prices of the production function. DEA has therefore been employed in this thesis for performance measurement of Indian electricity distribution utilities.
