Summary:The most noteworthy feature of the season was the existence of abnormally dry conditions in several far-flung regions of the world. In the Tropics, the monsoonal rains of the African Sahel, India, and China were comparatively deficient, although not to the severe extent of some recent years. The first stages of a subsequently disastrous drought developed in southern Brazil and Paraguay. The winter rains of central Chile were below normal during the three normally wettest months. Drought conditions developed in parts of the Balkan countries and Japan. In the U.S., the drought that had developed in the east coast states during the previous three seasons persisted through the summer in much of the affected area.
