Summary: | This paper explores the perception of the relevant respondents on the degree of destabilizing (braking) effect of the four independent variabiles (human resources, culture, decision-making, and information technology) on the higher education quality in Montenegro. It starts from the basic hypothesis that in the transitional period there has been a general decline in the higher education quality under the dominant influence of negative relatively low quality level of human resources, culture, decision-making, and information technology. This primary hypothesis is experimentally proofed throughout appropriate multiple linear regression analysis, and hierarchical regression analysis.
