Summary: | The Textile/Clothing Technology Corp. (TC)2 addresses the problems of the relatively low-technology apparel industry, with the industry's unions as full partners. (TC)2, which is perhaps the most comprehensive cooperative program for modernizing a traditional manufacturing industry, has changed its course several times in its 9-year history, and its failures and successes offer lessons for other segments of US manufacturing. (TC)2 is an effort to improve productivity by providing domestic firms with access to improvements in technology and organization that they would never have initiated on their own. Because of slow progress and the limited market for its complex automated systems, (TC)2 has recently attempted to shift its focus to become more useful to smaller companies that want to improve quality, flexibility and efficiency. (TC)2 participants have found that breaking down barriers to communication and cooperation among people and institutions with a long history of arm's-length relationships is equally important. |
