Summary: | Following the planning reforms two years ago, a number of metropolitan authorities have been exploring the opportunities for cooperation in waste planning. Local authorities in Greater Manchester and on Merseyside are looking at preparing sub-regional joint waste development plan documents (DPDs). Producing joint waste DPDs between groups of metropolitan authorities is considered the most cost-effective way to ensure that an effective planning framework is in place to deal with future demands and strategic planning. Councils may agree a memorandum of understanding to add certainty to the process, reduce risks and clarify all partners' roles and responsibilities. Informal exchanges of information and best practice are happening across the UK. |
