Summary:Rural road planning in developing countries is defined and differentiated from other types of road investments. Various approaches to the problem are assessed; a new network modelling approach is proposed and a combinatorial tree design problem is formulated as the basic decision model; solution techniques of mathematical programming, exact enumerative and heuristic methods are presented. Experience with test problems indicates that the proposed heuristic performs satisfactorily. Attention is given to the use of solutions in the context of real world decisions. In the framework of developing countries, the new approach seems to be more practicable than any conventional method.
