Reference foF2 measurement data set for long-term temperate-latitude regional mapping

The generation is described of values of monthly median foF2 for three reference solar epochs as derived from European vertical-sounding measurements. Various approaches are outlined to regional mapping based on these data sets being pursued within the COST 238 (PRIME) project.
