Summary:The theory of the Raman light scattering on the localized polar modes induced by random electric fields in disordered cubic ferroelectrics is presented for a case of strong disorder. The results are compared with the Raman data for PMN crystals. The observed anomalies gives the evidence for the Griffiths' (650 K) and dipole-glass (270 K) transitions.
