Summary:On July 15, 2002 the European Space Agency (ESA) and the European Commission established a procedure for consultation with the establishment of the Global Monitoring for Environment and Security (GMES) initiative. GMES involves a combination of space, terrestrial, and airborne technologies to strengthen the infrastructure capacity and future of Europe and improve the collection and distribution of information that promotes sustainable development. Environmental issues to be addressed by GMES mainly relate to CO sub 2 emissions, ozone layer depletion, and global warming, while security issues revolve around counter terrorism, especially in light of the events of September 11th. Pollution monitoring and reducing environmental pressures are part of the GMES charter. Humanitarian relief efforts of GMES are aimed at alleviating problems resulting from natural disasters such as earthquakes, volcano eruptions, and floods. Through information dominance and global transparency, GMES provides observational data and measurements for environmental modeling to reduce uncertainties and arguments about the future of the planet Earth. Various GMES programs and government networks in Europe are described.
