Summary:In Part I of our discussion, we reviewed recent EPA actions against VOC-emitting facilities in which the midwest scaling protocol was developed and applied as policy vs. a promulgated rule. At the heart of the issue are VOC measurement results obtained by EPA-approved test methods. Each method has unique advantages and disadvantages with respect to obtaining emissions data. In Part II, we review the test methods typically used to demonstrate compliance with VOC emission limits.
