What makes Berlin so special is that it has managed to strike a perfect balance between public institutions and private initiatives, and that it also benefits from a stock of buildings, both renovated and newly constructed (Reethaus), that has no equivalent in Western Europe. The city's events have been atomised and now cover the whole of the city, from east to west, with events organised on the outskirts.
